It can be, but with the number of websites that also do search engine marketing, it does make it difficult to get enough visibilty on the internet to generate enough quality traffic to your website.

Do you guarantee a #1 rank in search engines?
No. Beware of scams that guarantee this rank. Search Engine algorithms are very secret and there is no way to generate a perfect site and be number 1. There are methods that are reommended and proven to work, but a guarantee is impossible. Especially since the indexing of sites is constantly changing.
